Dubai Municipality, Civil Aviation Authority launch Dubai Horizons project

Dubai Municipality and Dubai Civil Aviation Authority recently launched the Dubai Horizons project as part of the framework of the Dubai Urban Plan 2040 in the presence of His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of the Dubai Civil Aviation Authority.

The project launch was done during a virtual meeting, held between the Dubai Civil Aviation Authority, represented by its Director General, His Excellency Mohammed Abdullah Al Ahli, and Dubai Municipality represented by its Director General, Dawoud Al Hajri and a number of executive directors from both organizations. The Dubai Horizons project was presented by Eng. Maryam Obaid Al Muhairi, Director of the Municipality’s Geographic Information Systems Center (GIS Center).

She presented the system and the broad capabilities of the project, which aims to support Dubai’s future plans in the field of air mobility with the aim of creating an environment conducive to investment in this important sector through the preparation of the Master Plan for the infrastructure of the Dubai Sky Dome system, which includes determining the locations of the routes, ground and air handling facilities, airports, freight stations and others, based on a study of population and economic needs and other planning criteria. It also aims the integration of major ground and air plans and compatibility between planning requirements for each type of planning. She also presented the GIS Center’s technical capabilities to prepare geospatial electronic applications that support 3D aerial planning processes and link them with the “Dubai Here” system.

The Dubai Horizons project would achieve the desired benefits, in addition to its role in contributing to maintaining the security and safety of air navigation in the emirate, and support the Civil Aviation Authority’s role in organizing the operations of drones and to achieve optimal use of it in accordance with the best international standards and practices, and to make Dubai a center for innovation in the field of air transport, as well as to create an environment conducive to investment in this important sector, and to be the first step for further cooperation and coordination in serving all government bodies.

This project came as a result of the keenness of the Municipality and the Civil Aviation Authority to lay the foundations for joint strategic cooperation between them, and to benefit from the services they provide in a way that ensures the achievement of corporate integration between them.

This cooperation is important as it enables Dubai Municipality to support the role of government agencies in implementing the provisions of the Law No. 4 of 2020 regarding the regulation of drones in the Emirate of Dubai, as the Municipality has an important database that includes integrated information on lands, their current and future uses, heights of existing and planned buildings, in addition to infrastructure data and aerial photographs that help in choosing the best routes and in allocating sites for airstrips in coordination with the concerned authorities, and ensuring compatibility between the requirements of the Dubai Civil Aviation Authority and the Dubai Urban Plan 2040, in a manner that ensures integration between them towards achieving the goals and aspirations of future urban development in the Emirate of Dubai, and in preparing planning and building legislation that serves the application of the law.
