Dubai Municipality is one of the largest governmental institutions in UAE. It is Dubai’s leading growth and development institution, both in terms of its innovative services offered and works and major projects being carried out.

Over the years, Dubai Municipality has excelled in managing 6 vital sectors. This has helped to make Dubai one of the most advanced and sustainable global cities. Dubai Municipality has also been able to expand and grow through 34 Departments, 123 Sections and 4 Centres within an organizational structure that includes support and development offices and the relentless efforts of more than 11,000 employees and workers.

Birth of Dubai Municipality:

  • Dubai Municipality’s nucleus was established in 1954 with no more than 7 employees. On February 28, 1957, an establishment decree was issued appointing the Emirate’s elders and traders as members of the Municipal Council.
  • The 23-member Municipal Council had limited authority included maintaining the city’s aesthetics and cleanliness, regulating construction works and coordinating Dubai’s beautification works, as well as submitting proposals related to healthcare and urban planning.
  • In 1961, the late Sheikh Rashid Bin Saeed Al Maktoum, may God rest his soul, issued a Local Order to establish the Dubai Municipal Council. The Order went through several developmental stages, as the late Sheikh subsequently issued:
    • The Municipality’s Founding Decree of 1974, which cancelled the previous Local Order. It stipulated that Dubai Municipality is an independent administrative authority having legal entity with powers extending all over the Emirate. It answered to the ruler regarding the performance of its duties. The Municipality must be composed of the Municipal Council and Administrative Body implementing the established directives and policies, in accordance with the Decree.
    • The Municipal Council Decree of 1980, which stipulated that the council should consist of 32 members and that His Highness Sheikh Hamdan Bin Rashid Al Maktoum will assume Dubai Municipality chairmanship.
