The Transit-Oriented Development (TOD) Manual, developed by Dubai Municipality as an extension of the Dubai 2040 Structure Plan, represents Dubai’s first major reference document for TOD. Its core purpose is to steer Dubai’s urban development towards a more sustainable path by shifting away from car-dependency and promoting a greater role for public transport, walking, cycling, and micro-mobility. The manual outlines the necessary processes, key priorities, and principles for planning any development within a defined TOD zone around Dubai’s existing and planned metro stations and tram stations.
