Visibility is a very important factor for surface traffic on land and sea. This project is meant to provide a public service on surface traffic safety and to manage traffic weather problems. This service will be provided on real time observations and forecasting basis, on LCD display. To forecast for some few hours a head, will enable putting warning on sign board and on radio messages to protect lives and property in poor visibility conditions. All that will be organized by Dubai Police. It would provide a complete package of Visibility measurement and traffic safety on Dubai High ways and intercity link roads. It a complete and a turn key project, for fog data collection altogether with fog modeling and the necessary training program for the Dubai Municipality staff.
Project Main Mandates
The project should address the followings:
– Installation of new platform for new sensors to provide network along the roads
– Upgrade and integrate the existing stations and data
– make use of historical data to improve accuracy
– Modeling facilities and visibility forecasting
– Real time display along roads (LCD)
– Now cast for warning System
– Data base establishment and management
– Maintenance and calibration for the whole system
– Provide training on network, modeling and forecasting facilities
Establishment of Infrastructure
This includes establishment of new observation station to bridge the gap between the existing coastal stations. A net of 8 towers will establish along the main road old stations to maintain full integration with the existing infrastructure
It contains all necessary sensors (Humidity Sensor, Air temperature, Atmospheric Pressure, Wind Speed and Direction) to collect necessary data for modeling and forecasting. Also contains routine maintenance and calibration for the new sensors together with old ones to ensure full compatibility and integration. Data collection should be based on International Standards (ISO Last)
It would provide a clear design of the network structure, showing the data flow and the integration of the exiting facilities (Coastal tide stations, offshore buoy, land base stations) with the new proposed visibility stations. Links to data collection server, web server through GPRS and to traffic display on real time and now casting.
Display consists of traffic signs and text ( in Arabic and English)
It maintains the necessary software and hardware for data processing and analysis, together with the qualified personnel.
Modeling and Forecasting
The measured Visibility and historical data “archived” should be used for visibility modeling and forecasting. Also should provide the necessary soft ware and necessary tools for modeling and forecasting or even now casting for few hours a head and real time display on LCD screen at the selected roads. Now cast as an Early Warning System even for some hour a head could be the efficient way to guard against the poor visibility or sever weather conditions. That should be considered by the contractor. The Modeling and forecast should also accommodate severe weather conditions and meteorological phenomenon
Local and Regional Network
The project provides a total solution from the local visibility network. However, integration with the neighboring emirates network should be considered in future to link all regional networks.
